The State Administration for Market Regulation (SAMR) has been steadily advancing the development of a standards system for certification and accreditation in the greenhouse gas (GHG) sector, guided by the strategic goals of carbon peaking and carbon neutrality (“dual carbon goals” for short) and in alignment with requirements for higher-level, higher-quality energy saving and carbon reduction efforts.
According to the Department of Accreditation, Inspection and Testing of SAMR, 23 national standards related to GHG conformity assessment have been developed and released so far, with another 29 standards currently under development. These standards have provided effective technical support for strengthening corporate carbon management compliance, aligning carbon verification procedures of conformity assessment bodies with international norms, and promoting the green and low-carbon transformation of industries.
As China’s dual carbon goals continue to advance, there is an urgent need to develop a series of full lifecycle conformity assessment standards for key sectors such as electric power, iron and steel, and chemicals. These standards, leveraging conformity assessment techniques, will help enterprises accelerate their green transformation.
Since 2022, SAMR has been building and continuously refining a conformity assessment standards system for the dual carbon goals, with a focus on demand-side needs and in support of key priorities, including the “going global” strategy. Starting with major sectors such as cement, ceramics, chemicals, and iron and steel, SAMR has applied conformity assessment techniques to drive the development and implementation of GHG-related certification and accreditation sectoral standards. These efforts have delivered tangible results in helping enterprises scientifically assess their carbon emissions, identify emission reduction potential, and enhance their carbon management capabilities.
SAMR will continue to leverage the supporting and leading role of conformity assessment standards in advancing the achievement of the dual carbon goals, improve the standards system, promote standards application, and contribute to the comprehensive green transformation of economic and social development.
